since it is water that is needed, I would try to make every move at the buckets and when the water is brimming and you have a move by the bucket, save the move and hit water with shovel and then make the move unless the water has taken it away...and if I didn't have a move by the bucket, I would see if the bucket needed emptying and hit it with the shovel..lots of fun on the water buckets...
